Is it the same as a real pardon?

He was talking about the Mars program. Basically, the guys on the program were saying we could be on Mars by the end of Barak Obama's second term "if that's what he wanted."
Husband: Surrre, that's what he wants! [portraying Barak Obama] I have to get off this planet! I spent all that money on the Mars program!
Me: We'd have to .pdf him all the bills he needed to sign.
Husband: It's a space pardon. Is that the same as a real pardon?
