I respectfully beg to differ. If there is one single type of health care that every single living person uses, it is maternity care. That is, unless possibly Justices of the Supreme Court spring fully formed from their fathers' brows. The rest of use were inside our mother's bodies for up to nine months, benefitting from whatever OB/GYN care she could afford. So perhaps not everyone needs a heart transplant, but the same argument cannot be stated for maternity services.
